Strange Things Are Afoot at the Circle K

There have been a number of odd rumblings in advance of the special session. In various discussions with folks around the horn, it seems as though there is not only a great deal of anger in some quarters (self-described moderates are just fuming, it seems) there is also a lot of apprehension (particularly among certain ambitious pols in NoVa).

In this climate of fear, doubt and anger, there may arise a "third approach" to the transportation deadlock. I've heard a few scenarios mentioned, but few specifics.
