The Senate has seen fit to strip the Joannou amendments from HB 94 and replace them with the watered-down version originally proposed and passed in SB 394.
The Senate's desire to leave gaping loopholes in the property rights bills is a genuine mystery. Well, not really.
So after the necessary but futile floor fight, the matter will go to conference, where, more than likely, Virginia's political class will claim it has done something to protect property rights, but failed utterly to do so, leaving in the hands of local governments the right to define such rights as they wish.
