Budget Buffalo

The one certainty about Henrico County budgeting is that nothing is certain. Here is an example:

Henrico residents are now facing a 3 percent increase in water and sewer rates, half of what County Manager Virgil R. Hazelett included in his proposed budget presented this week.

The increase, expected to generate about $2.4 million, would pay for water and sewer infrastructure maintenance. Fees to connect to the water and sewer system would also increase by 3 percent.

Hazelett said he found a way for the county's general fund to absorb costs and make room for the rate cut.

"In this environment of tax increases, [supervisors] were saying we need to do what we can," he said.

Given such maneuvering, I wonder what else the general fund might possibly absorb? Not that the fund will be cash-starved any time soon...property owners will still see a hefty increase in their assessments, even with a 2 cent reduction in the rate. Neutralizing the hikes would require a 10 cent reduction. Which will not happen.

Because it's all for the children.
