Bolling Votes Aye

On SB 304, a bill which "Provides for election of the non-at-large members of the Commonwealth Transportation Board by majority vote of the members elected to each house of the General Assembly."

The bill passed the House 61-37, and had earlier been approved in the Senate unanimously. In its original form, the bill would have "Provide[d] for election of 11 of the 17 members of the Commonwealth Transportation Board by members of the General Assembly on the basis of congressional districts. The revised measure was approved only with Bolling's vote.

The House seems to have changed this substantially. Maybe Chris Saxman (who sits on the House Transportation Committee) can give me some more information on the whys and wherefores of the change and what it means.

Because I'm looking at the thing and can't see how it makes a whit of difference how the board's members are elected.
